i think we should clearly define exactly who or what you can kill. firstly we should define what you CAN kill. so far I've got these suggestions...

you CAN kill:

zombies,
PK'ers that have previously killed you but only as many times as they have killed you.
zergs,
Pk'ers that have attacked our base and killed concerned citizens or our allies.

you CANNOT kill:

concerned citizens (duh),
citizens which are not an immediate threat, and if attacked retreat is encouraged rather than killing the assailant,
zombies at or in revive points,
zombies asking for revives,
generators,
radios,
barricades unless necessary to bring the barricade to the preset barricade plan (entry points).

please reply with suggestions and corrections.

We should kill zergs.

And in the case of a group like the Royal Guard... zerging pkers that chose to attack our base and kill our allies... The kill limit should be at the team's descretion.

Zerging refers to the use of multiple accounts by a single person in a cooperative manner (e.g. PK/GK/RK'ing, spying, scouting, etc.). Usually, they're low-level and have similar names, and occasionally they have the exact same profiles.

Just to add a little to what Musik said...

Zerging is also known as Alt abuse. The reason being that use of alt characters is perfectly acceptable. But using two or more alts together to accomplish a common task is considered cheating.

It will also get you killed by most legitimate groups.
